Vaccines don't need to be leaky to create new variants.
If you make an environment harder for the virus to survive but don't kill it all it will just evolve faster.
The same thing happens with antibiotic use creating resistant strains.

normally they administer the vaccine in the arm. If an unvaccined person catches it from a leaky vaccinated person, I am guessing they breath it in? It might be deadlier catching it that way, probably by design.
