HR works for the company. It does not work for you.
There was a time when HR was generally staffed with either long term employees of the company who had shown some interpersonal skills, or at least by individuals who had worked in the same industry and understood it. For about 3 decades, however, HR has been staffed mostly by graduates of a HR programme offered by some rinky dink college. These people, who enter the company with more status than the majority of the employees, generally have no experience within the industry and with little to no understanding of what the worker's lives are like. They are there only so that senior management does not have to deal with 'the workers' directly. That is to say to act as a barrier for management.
HR is not a necessary evil. HR is fucking cancer.
