A problem here is when an individual is chased by a crowd or raging lunatics then turns around and protects himself from a clear and present threat, he is not protected by current District Attorney's interpretation of the law. So this emboldens the crowd, if I may call them that, to escalate because they see no repercussions to their violence. So they keep doing it.
