A government report on UAPs is due out in a week or so. Should you believe it? No.

Interesting. What is the rational for not believing the report? Curious

My belief on this and all government investigations is emotional rather than scientific and logical: why should they come clean with us when they can lie, obfuscate, and continue using the same or different disinfo on and on? If they tell us the "truth" they are throwing away one of the means of control they have over us. UAPs may or may not be real but to believe what the CIA tells us is, well, foolish. I do not mean that personally of course. (I just reread that last sentence and have no idea what I meant.)

You are not wrong. The CIA has a track record of shenanigans. I think many people want the UAP story to be true so bad, that we easily forget the points you've brought up. Simultaneously though, there is a massive track record of UFO/UAP stuff that is well documented. Makes it hard to navigate what is what!
