I wouldn't say "driven" by it - who really drives it are mysoginist and homophobic men - but yes, there's certainly a strong component of what you describe. This is how female oppression has always worked: men oppressing women thanks to what we now call handmaidens. For every woman who says "Maybe I shouldn't have to wear a burqa?", there's always a woman replying "You suck, burqa is awesome! Look at me, men, am I not a good partner??".
