Unfortunately the best way to deal with it is to simply build a third restroom for use by nursing women, the handicapped, and anyone else who for whatever reason isn't comfortable using the bathroom they are supposed to use. The restaurant fucked up here by first making a reference to a law that doesn't exist, then by making an empty threat to police.

Not that the restaurant isn't in the right by refusing the man from entering the women's room. But the quick and easy way of dealing with it is to just cite "we reserve the right to refuse service to anyone" then kick them out for simply not following the directions of staff.

Never threaten to call the police either. Simply call the police.

I don't think breeders belong in the women's room. The vulnerable folx who need their lady lances polished require privacy. Breeders are infesting trans spaces and need to be kept out of the women's room in order to keep marginalized individuals safe and secure.
