This HAS to be fake. Somebody tell me this is from a satire site originally and the Telegraph ran with it

The “FART” thing was a joke on Tumblr, so it’s possible that someone in that government organisation thought it was serious, like that time a newspaper was looking for a picture of the 2010 Winter Olympics logo and accidentally used a parody version that had Pedobear in it.
