It's even for little things. I know a girl who's a waitress. A cop took a teenager to a bar and told him to order a beer when things were really busy. Next thing she knows she has a court date.

What was it Ayn Rand said, that they don't want a nation without crime. They want a nation of criminals. An innocent man has nothing to fear and therefore can't be ruled. But a criminal can be manipulated and controlled to have his punishments reduced (in this case used to incriminate another person).
