In answer to the question, generally no. However, there is a stronger argument for lowering the admissions standards into universities for people who went to crap schools, since someone who acheives an average test score in a school where everybody else failed, maybe more likely to be gifted than someone who acheives an average score in an excellent school. Universities, employers could use test scores in conjunction with the school the student attended to come up with some expectation of the student's true ability.

A better prediction might be made by considering all of a person's observable qualities, including sex, skin colour etc, but that kind of thing is often not legal, and tends to rub people up the wrong way.
