for the lazy:

the safety requirements are brand-new, don't apply until next year. Boeing can either:

  • Get the type certified by the end of the year and not have to meet the requirements
  • Get a waiver or authorized delay exemption
  • Abandon a zillion-dollar project

They'll figure it out.
