It's not just a matter of heat but also of fashion.

In the Persian empire the fashion was for rich men to be pale (because they didn't work) but for the Romans and Greeks atheism was more important so a dark tan was fashionable for men (not for women). This fashion then starts to effect which genes are passed on after only a couple of generations.
