Why wouldn't they try to arrest him if they thought he was the guy they were looking for to arrest?

From the article, that's the official narrative by way of the department, and other police. It could be, yet this story is making regular MSM news, and the constant racism innuendo is being thrown around. Is it fake news always selling a sensationalized headline, or easy prey by the police(not racism; the real guy who they're not showing could've been a really bad guy; find someone close, call it a day, and presto, home at 6 for dinner safe, and sound.)?

Oh, and please don't paint me in a box, I'm just thinking around several angles; of which probably none matter beyond self reflection.
