They are probably worried about copycats, or maybe they're using it to lord more control over the citizens. Either way, aren't they doing exactly what the manifesto writer said he wanted to get them to do?

Yes, exactly what the manifesto wanted; almost like it was a short time script we all got to read, and now are seeing it played out. The world is a stage, and we're all actors, right?!
