What accidents like this really prove??? Why the need for licensing, when once licensed for so many, means a 'free pass' to not be top of their game. If you look at most professions, there's a trickle down effect; where by maybe 5% are on their game, at the top, then from there, it quickly declines in skill level, but the licensing is still always present. My point??? We're quickly coming to the point where it's your own personal responsibility to insure your own self interests; void of reliance on any licensed XYZ
