I think it's more a case of an institution that tries to be/stay relevant.

interesting thought process. Funny how staying relevant can be a real double edged sword; as relevant one way, or the other too much can spell disaster. lol

Exactly, watch the companies fully entrenched into facebook are now losing ground when people who they are trying to reach are leaving facebook.

I might be tempted to say/claim this institute is being held hostage by the 'outrage' if they don't respond to questions. Like you (semi) said , it's the buggers that get something, if you don't beg because it doesn't interest you or doesn't bother you get nothing because you don't ask. These institutions were founded on 'questions' from the public and can only function is such a manner, if they were to do thing independently (without proof of asking from the public) the outrage would be prescribed by 'YOU THINK YOU CAN JUST DO WHAT YOU WANT!?'.

Yeah anyway, yeah that's a problem.
