    The arm rests do that. It's a stupid virtue-signalling bench design. In the park across the street they simply maintain an obvious space beside the bench for wheelchairs. As I've seen in movie theaters.

      If beside the walkway, you have a bench on a rectangle of concrete, and there's an extra wide abundance of concrete beside the bench for no other reason than to not have grass there, or for a picnic cooler, or an invisible lamppost, then it obviously must be for a wheelchair. No sign necessary.
