Meanwhile in the UK they are going to ban drivers under 25 from giving people lifts in their car for a year after they pass their test.

It would be a pretty straight-forward violation of the 2nd Amendment. Also, legal gunowners aren't the problem, prohibited persons with illegal guns are. Until there are stricter laws/punishments for a prohibited person possessing a gun, with or without a charge, the wrong people will continue to be armed and commit the bulk of the gun violence.
