Probably because there isn't a lot of activity ( commenting/upvoting) going on. I've been viewing New to find things to comment on and when/if I get replies I come back to see that no one else commented.

On the main page, people should check out the "new" tab at the top, which shows the newest posts on saidit. That way you can see every single post if you want, and it's a great way to see fresh content.
Then also in that same list of tabs you can check "comments" and it'll show the newest comments on the whole site!
These two ways make it a lot easier to find activity.
And like d3rr said the top stuff is way more upvoted than the rest because of the influx of new users, so it's hanging out for an extra-long time.
