I'm not a marketing expert, but I am a business development manager at a small tech security company (it's a trumped up title, I'm a webdev and sysadmin that also makes ads and does SEO). These are just ads, that's all. Some are undoubtedly from India, probably most, and they pop up anywhere they can put them. A lot of places do this, I'm only calling Inida out because I see it so much.

They're just trying to get a sale. I run a server hosting a dummy site that I use to collect bot and script kiddie attacks, and I see stuff like this there too. If you like to mess with spammers, get yourself a domain and use a dummy phone and email info to register with. As soon as it goes up, you'll get calls and emails from webdevelopers and Inidan programming and advertising companies. It can be irritating to deal with, but in the end it's just a crappy way for them to advertise. People must be biting, because they wouldn't spam so much if they weren't getting any results.
