I can't say with certainty, but I doubt moving to another state would get them off the hook with current lawsuits, or even lawsuits over creators banned when they were still incorporated in California. I would guess the fine print of the TOS at that time had some line about subject to the laws of California, or similar. They could change it moving forward, but that wouldn't retroactively change the contracts (and TOS are contracts).
