A "Kyiv-controlled city"?

I think there's a word for that - it's "Ukraine".

Artemivsk /Artyomovsk /etc is the ruzzian name for Bakhmut ("salty water"), the ancient Cossack Ukrainian city of Bakhmut. Funny story - Joe Stalin had a friend called Artem, and so Joe decided to steal from Ukraine the name of one of its cities. Everyone was supposed to call it Artemivsk now, and if you refuse to call your ancient Cossack city by the new name of Stalin's friend Artem, then you're a dirty nationalist who gets sent to Siberia. Nothing really changes in the evil empire, huh. That's why, this time, we're going to split the ruzzia into it's constituent republics, like what we did to AustriaHungary.
