    Did the DA get this backwards? Isn't the cop the murder?

    Yes, the cop hit the kids, and they were not following protocol, it makes no sense to blame the thief for the collision, as protocol did not call for them to pursue him at high speed while endangering bystanders over a petty theft. If this had happened while the police were following protocol, we'd have an argument the thiefs actions led to their death.

    In my mind this is no different than a drunk driver killing someone, illegal and reckless irresponsibility causing a motor vehicle death

    The police officers who hit them weren't following the rules either. If the law doesn't follow or respect the law, this is a serious problem, as Americans also commit crimes. We can't have them doing more harm than the criminals themselves, which is what happened here
