I was personally involved in a police beating by drug addicted cops who spent their time jacking people for drugs. They were very upset that my friends and I had no drugs. During the resulting lawsuit, which I did not benefit from, it was revealed that the city, county, and everyone knew this was going on for years, from this gang of drug jacking cops. Employers and leadership turned the other cheek as this gang hopped from county to county changing employment every time the heat turned up (getting caught, hurting / killing-people). This is likely an extremely wide spread problem.
