The fact that he went after her when she had left the building shows what kind of person he is. This is exactly the kind of person who shouldn't have any authority.

Worth nothing is that his girl was clearly looking for a fight and was likely a constant source of problems for that school. If she truly lacks the mental capacity to know better than she doesn't belong there and she shouldn't be alone.

There is more than one problem here. Clearly the bigger problem is the cop. Then the court system that let him off the hook.
