More like than not, someone tipped off Joliet Police Department anti-narcotics officers that specific dealers were mixing their drugs with fatal combinations to help drum up business by dropping a few bodies with what the media would report as overdoses. Plain clothes officers assigned to buy and bust detachments make the buys to confirm who's dealing poisoned drugs and who's not. Then they conduct surveillance to catch buyers with poisoned drugs before moving on the dealers selling poisoned drugs.

Best guess, Sgt. Javier Esqueda was part of a narco-cartel infiltration cell. His handlers came across this video and they inturn instructed him to make the video public to compromise anti-narcotics operations. Joliet Police Department responded appropriately by firing and prosecuting him, as Esqueda's name likely was already in circulation among IA officers investigations.

I agree.

If however Esqueda was threatened by a narco-cartel cell to release the video, this was not to expose the anti-narcotics operation and cops (already known to the cartel), but to attempt to reduce the practices of some officers in the anti-narcotics operation, if the video would prompt an Internal Affairs investigation (which it may not have done).

That's assuming he was an unwilling participant and not an enemy agent working within the Joliet PD from the start. With Narcos, like most criminals, they tend to come from clans of criminals. I wouldn't be surprised that if this story isn't memory holed, it's learned that Mr. Esqueda has kin who're narcos.

Either way, something like this is all a criminally inclined mayor would need to place temporary, turned permanent, restrictions on the local police.

This is why there are no good cops.
We should scrap all local PDs and especially Highway Patrol. Let the Sheriff decide how to run things. Why did we ever dilute the position of the Sheriff to begin with?
Oh, that's right... so we could grow the taxconomy brought on by egregious traffic laws.
