The problem with these types of videos is that we never get to see what transpired before someone gets handcuffed. My guess is that the guy in handcuffs wanted to harass a police officer who was trying to do his job. I have zero issue if the guy just said "i don't like your mask" or wtf ever and then went on his way, but who wants to bet that the kid was all up in the guy's face and wouldn't leave?
