In Houston, the HPD has a law where they can only turn off their body cams during SWAT raids.

The one time they'd be most useful, is when the law specifically allows them to turn them off. Like WTF Texas law

After the raid was investigated, the five warrants that authorized the searches were deemed illegal and quashed last summer by the same five judges who initially approved them.

I get that its not a big deal since they found against themselves, but isn't it kind of a conflict of interest for the judges to decide a case they are party to? Surely something like this should have gone to an appellate court?
