But they were commanded from a superior to control this area. So why would the leader of the police want to go after easy targets if it's for the reason you say? That's the part I don't get

To save face while still avoiding danger I suppose?

I have seen similar riots, and the police just stood aside and let the city burn to avoid conflict.
