Jesus that's terrible. Cops in the US are awful about de-escalation, which should be their main priority.
This is just like when Dorner was running in LA and LAPD shot those two ladies in a truck that didn't even match the description of Dorner's truck. Truly "shoot first and ask questions later", and what's worse is judges don't throw the book at these violent cops, so the problem only festers instead of being uprooted.
