The part that I still find weird is that it was the ATF who did it. Why does the Alcohol, Tobacco, And Firearms regulatory body, have a military that is killing people? It wasn't FBI, it wasn't the cops. It was the militarized ATF. That detail always struck me as bizarre.

Actually, after mulling it over, what you said struck me as profound. i didn't realize you said it at first, maybe you didn't realize you said it. i think we've all known what's been happening, but what you said is perhaps the reason for this.

Why would a government need a federal agency to act as a militarized unit of enforcement? Perhaps if it was limited by law in what it's military was allowed to do on domestic soil, The Posse Comitatus Act.

Federal agencies are the solution.. It's like having a military without actually having one. Just a goon squad.

Yup exactly. You get it. Who can tell goon squads to stand down if there are like 20 goon squads and they all operate under completely different rules. What's an exception for one is not allowed for the other, so they can compliment each other as they reach for more and more control. I wouldn't be surprised if the FBI coordinated with the ATF, to make sure all the blame would fall on the ATF and not the FBI, or something like that. Definitely possible.
