Chips die quickly with static electricity.
But I don't think there will be any chip, that is just killer Bill's wet dream.
Instead they plan to get pixels printed/tattooed on our skin.
You can remove them or edit them like any other tattoo.

A microwave. If you get the chips out of the body beforehand because of heat. MRI is not a clever idea, rather painful because of lorentz's force.

If you got them in a body, i cannot see a way disabling them without serious harm done to the body:

Maybe by perfect resonance, but for that one you gotta know the chip very exactly and know its exact location AND build a suitable device beforehand. Heat is again a problem then, but maybe less of an issue.

But: Nobody will let you into a hospital with such a device, because i imagine its big and expensive to build for this application.
