Because teachers have no control over discipline. Whip the administrative staff who don't do their jobs and the parents who send feral children to school and expect the state to raise their kids. ;)

This should be interpreted as a general statement about who is responsible for behavior. Not exclusively teachers.

When a citizen commits a heinous crime, I think it should reflect on the country/Government also because the country (probably) did not raise the person properly.

It does reflect on global perception of the culture of the offenders county.
How could this be implemented? I'd be careful about this. Collective punishment isn't a wise plan.

I agree, collective punishment is prohibited according to Article 33 of Geneva Convention. However, why does our first go-to option have to be punishment? Positive reinforcement is better than negative reinforcement. We need to educate the people and improve the quality of the Government in order to make the nation better as a collective.
As of the "how to approach/implement" scenario, lets take an example - hate speech-- We need to find the source or origin of this behaviour and change that in people from an early age - like teaching kids to be accepting of all peoples. Similarly, we need to understand the problems in a rational and logical way and deal with it at the origin point to prevent it from happening.
PS: The society has a major influence on how people feel and think on a daily basis. Therefore, society and the Government must be held responsible (not necessarily in a negative way). As another example, if a person is depressed, it is very likely that her depression was caused by external factors more than internal. Therefore, the society (and Government) must be held responsible for her mental health (at least to an extent).
