Why are the police involved at all? What is there to investigate? Regardless of whether it's even possible for a baby to hurt someone, anyone under 10 is below the age of criminal responsibility. What on earth are they thinking?

Anything to avoid catching actual criminals. The UK government has recently had to order police to begin investigating burglaries because they basically don't bother, and haven't bothered for years.
