I am not sure his utterances qualify as speech. Here is what The Straits Times wrote about Donald Trump on OCT 5, 2020 . Of course, no one needs to read all of this nonsense. What I'm saying is he might qualify for the 25th Amendment but then we would have Kamala as prez.

She or somebody has to pull his strings or he'd just be completely limp, drooling in his shoes. If we managed to get both the Bobbsey twins out, then Nancy F. Pelosi would be prez so the best course might be to just wait for the next election.
