This is how fake news works. More often half-truths than outright lies.

Some stupid twit does an "offensive" dance in front of a war memorial. She's charged with "obscene" behaviour, which is a bullshit charge but lots of people will sympathize with it. "You shouldn't disrespect war veterans, twerking at a war memorial is Just Wrong!"

(Personally, soldiers being solders, especially young horny soldiers, I expect that they wouldn't feel even the least bit disrespected by having some young chick twerking her ass at them.)

Its not enough to report the facts honestly, because probably 50% of readers might think that the Russians did the right thing in charging this stupid bint with obscene behaviour at a war memorial. They can't allow that, so the mighty propaganda network swings into action and falsely claims she's been arrested for "Nazism", because that's just so clearly a bullshit charge that nobody in their right mind will approve of it.

But that's not the actual charges. You have to read the whole story, not just the headline: she's charged with obscene behaviour, merely under the same legislation that also prohibits pro-Nazi behaviour.
