Not quite. It's state law for Victoria.

to wear masks to protect themselves from the global pandemic and (supposedly) protect others.

Wrong. What you can be sentenced for up to 15 years for is committing violent disorder, while wearing a face covering used primarily either for concealing the participant's identity or to protect the participant from the effects of a crowd-controlling substance.

Wearing one to protect from the pandemic does not increase the sentence for violent disorder. You can only be sentenced for up to 10 years in that case.

So how do that know whether protestors were wearing masks for protection or disguise or both?

If it's a covid mask, I would suspect that you'd have a strong argument.

But note that wearing either mask isn't a crime on it's own. The mask only affects the sentencing, once you've committed violent disorder.
