Yeah that's the worst part, is she's apparently going to do it out of personal spite, rather than to try and better the country.

Seems like she's never really been told "no" on anything seriously significant before and it's hard for her to accept. Like many people of great success, their life has been a long string of wins, and their ego can't handle a loss so they double down.
