this is not because chases are a disproportional danger to bystanders. it's because the surveillance network is now dense enough that chases are no longer necessary

It amazes me the police don't have some advanced dart they can shoot.

Sure, smart criminals will carry a jammer in their pocket. The average idiot robbing a gas station won't have the technically expertise to disable it. Either you see a dude running without pants because he didn't want to waste time ripping the tracker off, or he gets caught.
