What counts as an outdoor "event" though? Is that only concerts and stuff, or if I wanted to have a backyard barbecue and invite friends would that be a problem?

Who knows, either way, you're government stopping you from having events outside for something that's been an issue for thousands of years is utterly ridiculous and a classic example giving up liberty for the facade of safety. Hydrate, wear sunscreen, and if you can't hack it find some AC. This isn't a public health issue.
This is a "We already know you're passive idiots now, and now we're going to show you how stupid you really are" mandate.

Yeah. It certainly looks like control for the sake of control. There are plenty of less heavy handed ways to address this, if any action was even necessary.
