You know both numbers are way higher because they're under reported.

Yep - those are only hospital numbers, and there are records of hospitals turning hundreds away, and the numerous cremations, and now government agreement to bury relatives in one's backyard, as well as the tendency of most Indians to stay home when they're sick, some of whom run to the hospital in the last minute, only to be refused entry, with no other testing or support. There's a video of an older lady who brought her dying husband to the hospital by rickshaw, was refused entry, and was seen offering mouth-to-mouth resuscitation, until he died. Now she'll go home, to suffer much more.
