There were 3 Flavian Caesars. Grandfather, father, and son.
According to Joseph Atwill's "Caesar's Messiah" book and documentary, they manufactured the Christianity religions with Jewish leaders to herd the people into subservience and the messiah prophecy was to prop up the Flavian Caesar as the new demi-god returned.
"Render unto Caesar what is Caesar's" serves his interests.
"Turn the other cheek" serves his interests by having a passive populace.
