Oh. That's really disappointing.

I figured they would have made a version on film for film festivals, like many that I worked on in the late 90s and early 00s, but back then we only ever made the huge leap to 1080p from 486p.

Honestly it’s lucky they had a master with even this quality level; a lot of content from the 90s is forever doomed to be low-res, either due to being shot directly on video rather than film, or being reduced to video quality by the digital effects systems of the time.

Sad but true. Just a couple days ago I was remarking on the lo-rez dark-ages of the 80s and 90s. We were watching the colourized WWII propaganda on Xmas and I was remarking how the colourization could have been much better with more A.I. enhanced colourized depth of field, specular, gamma, blacks, etc. It's only a matter of time before they do that using deepfake tech for more than just faces. And of course, they can CGI the heck out of some old NTSC/PAL TV content with the caveat that much of it will be fudged details, with good, bad, and ugly results. Why would you want to? $ell out and ca$h in. Also wouldn't surprise me if one day they fake some 9/11 footage to release or something.
