It absolutely is a giant piece of socialist propaganda, but it's an amazing bit of film making. It's not a great film -- because it's preachy and drags and that BS ending -- but it has some really great parts.

I watched it and tried to put myself in the shoes of the people of England, regular people, in a world where this happened, people couldn't have children. They wanted to keep refugees out, called fugees in the movie. Can you blame them? If watching it from the perspective that the military men are the good guys in it, and the clive owen character is a deluded tricked fool, and the enemies are the immigrants, it makes a lot more sense. It's based on a book that hasa lot of religious imagery. The fishes are called that because fishes are a symbol of Jesus. The main character is called Theo to represent theology. In the book they don't have a black girl getting pregnant, it's the julian character.
