Budget cuts during the Reagan Administration caused many institutions to either close or release large numbers of patients. If more mental hospitals are reopened in the US now, probably many of the patients will be political prisoners.

A square is always a rectangle but a rectangle isn't always a square.

It is antisocial behavior to have the desire to shoot innocent civilians/victims. That is not mentally healthy behavior regardless how you slice it.

That doesn't mean every person who struggles with mental health is struggling with these types of thoughts or behaviors.
