Can you imagine what would happen if he prosecuted people that the public believed were peaceful? Whether they were or not, there would be a massive backlash that would only make things worse.

No backlash would be worse than the riots. Besides, history shows you don't stop riots by giving the thugs what they want. You stop them by sending troops out and cracking enough heads that they decide they've had enough.
Trump is losing major cred with his base by not having done this in Minneapolis, Seattle, Portland, and other centers of armed rebellion.
