True, but it is covered up on the institutional level, and is well known-about, so I have to question the ethics of someone who chooses to belong to such an organization. But you're right the people doing it at the top are the truly guilty ones. But they're surrounded by this cloud that covers their actions, making them more likely to occur. There's a lot of shared guilt. Which I guess is fitting since it's the Catholic Church lol
