It is a very western problem, you would get killed in Russia for being a pedophile before even being convicted for it, I assume similar in China. The main problem over in America is immigrants who rape children, but many actual americans rape kids too. Also, There have been theories about many high level govt officials being involved in pedo rings. Japan has a similar problem, but without immigrants.
