Half of this is likely because people know they are trans and assume they have a mental illness or/and personality disorder rather than because they believe they are a guy.
The whole "people avoid me now" thing speaks to that.

If you put a woman on testosterone she'll basically become a male with breasts and a uterus. Hormones cause puberty, and female puberty doesn't do much to them so you can just send them through male puberty and they'll literally become male, and no one will ever know the difference because there really isn't one. So that is not likely the reason.
Unfortunately the reverse does not work at all, because the person has already developed male and you can't undo that by sending them through a process that does little else than cause breasts to grow.
