This is why gatekeeping is important. If you have a hobby, you must fight to only allow those in power who will not abuse that power. Who will not find reasons, outside of that hobby, to exclude others. Everyone must gatekeep people out who will seek to undermine the values of that group, and in this case if that value is surfing, skating, or sporting in general, it must be done.

    Sssoooort of. Nations as a whole are generally comprised of very diverse persons, geographically and culturally. Often culturally due to differences of geography. Very rarely, I'd argue really never, is any nation some unified holistic people. I do think any immigrants to any nation should be given special and exceptional scrutiny to ensure they, above all else, observe and truly believe in the principles of the nation they seek to join. Same with hobbies. Any non-political hobby should by default have a no-politics rule.
