The threat of AI is not killer robots a la Terminator, it is the human mind.
Currently, they (the government, the social media and data companies, etc.) are evaluating what people are doing online to see where public opinion is swaying, to see how engaged the public is with the latest distraction (Russiagate etc), in order to manipulate and control.
If you think what's going on now is bad, wait until there's a quantum AI that not only has access to all your actions and movements but also is more able to predict your next move with perhaps a higher probability than you yourself are able to. The propaganda and manipulation will move out of the macro media level and into the micro level where it is tailored to each individual. This will be manufactured consent. As it is now people are cheering the censorship happening online, wait until their digital assistant tells them that those who don't tow the line have no rights to anything.
The counter to artificial intelligence is human intelligence. The AI will be able to regurgitate more information than a single person can comprehend, but humans can communicate with each other without AI and critically evaluate the information that effects them. Just as now, the key is critical evaluation and not believing something simply because it comes from an "authority". Each person has to do the work to understand the reality around them rather than have it dictated to them. There is value and "currency" in doing so.
